The Director - Risks & Permanent Controls in Malaysia is accountable for providing independent and objective oversight of operational risks from the businesses in Malaysia. Partnering with the business, the role ensures implementation of the Operational Risk Framework and fosters sound operational risk management practices in the region.
The role also oversees the Client Portfolio Compliance team, which is responsible for monitoring client portfolio compliance with current regulations, monitoring client cash flows and supervising the Management Company Client and its delegates.
What will you do?
Risk & Permanent Control
- Apply, maintain and develop the Operational Risk and Resilience Management Framework in collaboration with the CACEIS central Risk function.
- Provide oversight to CACEIS Malaysia and ensure alignment with the Operational Risk & Resilience Management Framework.
- Lead or participate in Malaysian entity risk governance bodies, including local risk committees and business committees.
- Review material and sensitive internal operational risk events and associated action plans.
- Participate in business initiatives and projects to identify future and emerging risks.
- Coordinate the completion of operational risk scenarios.
- Ensure compliance with current and emerging risk regulations from serviced locations.
- Review and implement 2.2 control plans for the company, including control testing in PCAT and preparation of action plans for unsatisfactory results.
- Monitor and assess country risk and prepare reports for local EXCO and board meetings.
- Manage the allocated cost-center budget.
Additional responsibilities
- Continue improving the operational risk management framework, taking account of growing risks such as fraud, operational continuity, cybercrime, data theft or leakage and IT system stability.
- Strengthen coordination with control functions, including the first line of defense, Compliance and Audit, locally and at CACEIS Group level.
- Structure self-assessment methods and risk mapping for operational risks.
- Organize processes for collecting and alerting incident data.
- Build upon the ongoing Control Plan to identify weaknesses.
Client portfolio compliance
- Manage a team of approximately 16 employees responsible for monitoring compliance of client portfolios with current regulations for activities outsourced to CACEIS Malaysia.
- Ensure ongoing adequacy between resources, organization and activity requirements.
- Manage the allocated cost-center budget.
Profile and skills
- Bachelor's degree or equivalent, preferably in Law or another relevant field.
- 10 to 15 years of mixed experience in second-line defense, operational risk and enterprise risk, including leadership experience.
- Strong experience in risk management within the second line of defense.
- Strong business knowledge in investor services environments.
- Experience working in a dynamic, high-stress environment and with multifaceted, multidisciplinary corporate structures.
- Ability to anticipate and identify risks and effective mitigants.
- Organizational skills, including multitasking and prioritization.
- Agility in matrixed and cross-functional organizations.
- Strong communication, collaboration and relationship-building skills.
