What is the Opportunity?
As the Local Risk Officer (LRO) of the branch in Singapore, you will support the delivery of core pillars of the risk framework, including credit and counterparty risk and operational risk. You will manage these risks in conformity with Group guidelines and procedures and represent the company externally, including maintaining relationships with the Monetary Authority of Singapore (MAS), delivering regulatory risk reports, and responding to prudential audits and inspections.
What will you do?
The LRO will report hierarchically to the Regional Chief Risk Officer and functionally to the Country Managing Director of the Branch. The role will receive support from regional and Group functions in credit and market risks, operational risks, data management, Pillar I reporting and enterprise risk management.
Set up of the risk framework
- Deploy and locally adapt Group credit and market risk and operational risk procedures.
- Create governance committees where Risk has a central role, including the Risk and Compliance Committee, Supervisory Committee and Provision Committee.
- Ensure the IT applications needed to manage risks are operational, including risk reporting and operational risk tools such as Matrisk and PCAT.
- Deliver risk culture training for Branch staff.
Credit and counterparty risks
- Write credit files for local and Group Risk and Compliance Committees for clients requesting limits.
- Implement committee decisions in systems and follow up credit conditions.
- Perform controls covering payment authorization, limit excesses and unauthorized exposures.
- Report defaults, Early Warning Indicators and risk reviews to local and Group committees.
Operational risks
- Conduct risk mapping and develop the Branch control plan with the Business Lines.
- Perform controls falling under the Risk function.
- Manage incidents from detection through follow-up, closure and accounting.
- Create, monitor and report on action plans and activate alert procedures.
- Formalize the outsourcing registry and establish the Branch outsourcing framework.
Representative roles in the local market
- Represent the Risk function to local banking authorities.
- Deliver requested regulatory risk reports to MAS.
- Contribute to other reports containing a risk component.
Human resources and activity management
At inception, the LRO will not have a team to manage but will need to promote synergies, coordinate multiple stakeholders in complex multicultural and multidisciplinary contexts, anticipate and manage risks, and enhance service quality.

Requirements
- Bachelor’s degree or equivalent, with appropriate risk or other professional designations.
- 6–10 years of experience.
- Seasoned risk officer, preferably with asset servicing experience.
- Broad knowledge of banking, including legal, regulatory, compliance and finance.
- Accountability, initiative, autonomy, flexibility and a hands-on approach.
- Ability to work in matrix, multi-geographical organizations.
- Accuracy, analytical skills, attention to detail and sound judgment.
- Excellent English; French is an asset.
- Strong interpersonal and communication skills.
- Advanced Excel skills; VBA and SAS knowledge are advantageous.
