Job Summary

The Head of NG911 Call-Handling Software Architecture is responsible for leading the end-to-end architectural strategy, design, and technical vision of the NG911 call-handling platform, such as GEMMA. This role ensures that the platform meets industry standards for performance, scalability, security, and reliability while enabling seamless integration with emergency communication systems and future public safety technologies.

You will work closely with product management, engineering, operations, and government stakeholders to drive innovation in mission-critical software supporting next-generation 911 services.

Key Responsibilities

  • Architecture & Technical Leadership: Define and maintain the architectural blueprint for the NG911 call-handling platform, aligning it with NENA i3 standards, NG911 interoperability requirements, and regulatory frameworks. Guide decisions related to scalability, fault tolerance, real-time communications, geospatial routing, and cybersecurity. Evaluate emerging technologies, including cloud-native services, AI/ML for dispatch support, and advanced GIS integration.
  • Strategic Planning & Innovation: Lead long-term technical planning and establish architectural roadmaps aligned with organizational goals and NG911 evolution. Collaborate with product and program leadership to assess feasibility, cost, and architectural implications of new features and integrations. Identify and mitigate architectural risks early in the development lifecycle.
  • Cross-Functional Collaboration: Work with engineering teams to ensure architectural designs are implemented effectively and efficiently. Coordinate with public safety agencies, telecom providers, and government partners to ensure compliance with NG911 mandates and standards. Serve as a subject matter expert for NG911 call-handling software.
  • Governance & Standards: Establish and enforce software architecture best practices, design patterns, and coding standards. Ensure compliance with SLAs, data privacy laws such as CJIS, and cybersecurity best practices such as NIST 800-53. Drive design reviews and technical audits.

Qualifications

  • Bachelor’s or Master’s degree in Computer Science, Software Engineering, or a related field.
  • 10+ years of experience in software architecture or engineering, including at least 3 years in a leadership role.
  • Experience with large-scale, real-time, mission-critical systems, preferably in public safety, telecom, or defense.
  • Strong understanding of NG911 standards such as NENA i3, SIP/RTP protocols, CAD systems, and geospatial data systems.
  • Expertise in distributed systems, microservices architecture, and secure cloud deployments using AWS, Azure, or hybrid environments.
  • Preferred experience with ESInets and PSAP systems, familiarity with federal and state NG911 initiatives, and certifications in architecture or cloud frameworks.
