Data Expert / Data Strategist with German

We are looking for an experienced Data Expert / Data Strategist to join a strategic data management initiative supporting a major EU Municipality. In this role, you will help define and execute data strategies, establish governance frameworks, manage enterprise data assets, and enable data-driven decision-making across multiple public-sector projects.
The position offers a high degree of autonomy and requires a professional capable of translating business goals into effective data management, governance, and analytics practices.
Key Responsibilities
- Develop and maintain enterprise-wide data strategies aligned with organizational objectives.
- Collaborate with business leaders, stakeholders, and technical teams to identify data-related requirements and opportunities.
- Define and implement data governance policies, standards, and procedures.
- Ensure compliance with data protection, security, and regulatory requirements.
- Design and optimize data management processes, data models, and storage solutions.
- Oversee data quality initiatives, including data cleansing, validation, and quality monitoring.
- Analyze data to identify trends, patterns, and actionable insights.
- Support the implementation of modern data platforms, databases, and data pipelines.
- Provide expert guidance on data lifecycle management and best practices.
Required Qualifications
- Master's degree in science.
- At least 5 years of professional experience in Data Strategy, Data Governance, or Data Management.
- Proven experience designing and implementing enterprise data governance frameworks.
- Strong understanding of data quality management and data lifecycle processes.
- Experience working with large-scale datasets and modern data platforms.
- Ability to engage effectively with senior stakeholders and leadership teams.
- Strong analytical and problem-solving skills.
- Fluent German communication skills, minimum B2 level.
Nice to Have
- Experience in public sector or large enterprise environments.
- Knowledge of data architecture and data warehousing concepts.
- Experience with analytics, reporting, or machine learning initiatives.
- Familiarity with cloud-based data platforms such as Azure, AWS, or GCP.
